Guidelines for
integrated territorial planning – PHOTOVOLTAIC
The
construction of solar power plant with power of 5,16 kW at the surface of 39,4 square meters.
Electricity produced from photovoltaic grid system is being sold to the
national grid and compensates for the electricity consumption from grid for the
hardware and office equipment in the building. It is produced, per year, 7200
kWh. The investor must complete following conditions and obligations, while connecting to the object:
- to build a low voltage cable plug from the existing
low voltage grid to the low voltage measuring junction box,
- on the object in low voltage measuring junction box,
to regulate measuring location of power plant to 0,4 kV voltage level, for the
measurement of transmitted electricity energy of the plant to the public distribution
grid,
- to create a connection from power plant or from
inverter, to the low voltage measuring junction box,
- in the low voltage measuring junction box, to
arrange a separation place for the
manual separation of power plant from public distribution grid,
- to conclude easement contract with landowners, who’s
land will be the route of new power lines,
- obtain adequate administrative and project
documentation.
Indication for the Bio-construction Action Plan
- We feel that there are fragmented and confusing
rules for connecting solar power to the grid. There are at least nine
steps needed in Slovenia,
for connecting to the electricity grid.
This is: the application of project conditions, release of project
conditions, making a project for
obtaining building permission, project
for implementation, application to release consent to connect, review the
application for consent to connect, to release consent for connection,
application for releasing agreement on the connection, releasing an
application about connecting to the distribution grid, contract about
supply and emitted electricity. This step seems clear at the first sight,
however it is our opinion, that by some individual distribution companies while
reviewing necessary procedures for connecting to the grid, there are
arising great differences.
- Already by obtaining project terms the amount of
possible costs of grid reinforcements varies.
- Variations also occur in the actual cost of
connection.
- There are also deviations in waiting periods for
obtaining necessary documentation. Certain electro-distribution companies does
release all consents, contracts and certificates in the longest permitted period, while
other companies waiting period is significantly shorter.
- Introducing of clear and transparent rules that
would apply for all electro-distribution companies would have positive
effect not only on fast photovoltaic development in Slovenia, but will also have
effect connection to the grid for business and private purposes.
Possible criteria for MED
bio-housing quality certificate
- In Slovenia there is a Slovenian
Photovoltaic Industry Association, which grants certificate of
quality in the area of design and installation of photovoltaic systems.
For obtaining a certificate some photovoltaic expertise knowledge’s, the
field of standards, regulations, planning and dimensioning of solar power
plants, design and also maintenance of solar power plants are being
evaluated.
- We feel that certification should be possible for
all participants on the photovoltaic market, as this may, based on quality
services and products, distinguish serious and long-term partners from
occasional participants on photovoltaic market.
