Score - Sustainable Construction in Rural and Fragile Areas for Energy efficiency

The following guidelines come from a deep analysis of case studies, norms and regulations, in relation to the local level. This analysis is summarized in a card that can be downloaded in italian language.

The expression "Automatic Control System" means those technological solutions for the building commonly called with the expression “home automation” or “building automation”. The automation may include centralized control of lighting, HVAC (heating, ventilation and air conditioning), appliances, and other systems, to provide improved , comfort, security, convenience but above all, energy efficiency and energy conservation.
Among the direct benefits resulting from the application of these solutions have been highlighted:

• the  wide reduction of consumption of energy resources through the optimization of management of electronic devices, especially when installed on big buildings as offices, shopping centre, companies, factories etc.
• the reduction of environmental impact
• other: leaving comfort, safety (antifire, antigas etc.), ease of management and versatility in case of changes

Analyzing the difficulties encountered in Liguria and Italy in the diffusion of these kind of solutions, were brought to light the following problems:

• a difficulties of application on small-scale: the application of “building automation” at the scale of the house or apartment, often presents a profit reduction in terms of energy conservation (if compared with big buildings) and the risks to set just a trend
• the lack of specific preparation of technical and designers that often bring to express reductive proposals and to avoid the best solutions
• cultural resistance, both from the users, often unwilling to invest in innovative instruments especially if in default of feedbacks from installed examples, and from the point of view of investors (companies)

Indication for the Bio-construction Action Plan
Pursuant to the guidelines written above, are here synthetically reported the criteria/examples for pilot projects to be financed in MED territory, in relation with the specific treated theme.

These criteria/examples, together with the ones resulting from all the themes of eco-construction tool matrix, will make up a Bio-construction Action Plan for each partner countries.

• Solicit the adoption of the norm CEN EN1523 as guideline for local norms (following the example of Emilia Romagna)
• Promotion for insiders, technical and designers, of partnership in regions or country in the vanguard, strictly turned to a diffusion of  “building automation” in the direction of energy conservation

Possible criteria for MED bio-housing quality certificate
The european norm CEN EN1523 represent an occasion to adopt a common criteria for any bio-housing quality certificate, especially for its system of classifications and categories.
